CICS: START command is executed without error


There are some circumstances in which a START command is executed without error, but the started task never takes place:

o When the transaction or its initial program is disabled at the time CICS attempts to create the task.

o When the START specifies a terminal that is not defined at the time CICS attempts to create the task.
