COBOL: File status 93 (VSAM resource not available)

If a new KSDS file is defined and HU-RBA is zero and it is used online, CICS region will open it in load mode processing, since the file is newly defined. When any batch job tries to access that file, vsam will return file status “93”. To avoid this, once you define the file, insert a dummy record into it.
